Ms. Hayes has over 10 years of experience in Brownfield redevelopments, subsurface soil and ground water assessments, third party review and litigation support, cost allocation studies, environmental due diligence, site characterizations, and designing and implementing ground water monitoring programs. She specializes in the solutions of complex subsurface contamination problems addressing specific issues of time and origin of chemical releases, media affected by such releases, and appropriate administrative or engineering response for detected contamination. Her work includes field studies, analytical support, and senior review of other technical professionals.

REPRESENTATIVE PROJECT EXPERIENCE:

Involved in the Brownfield redevelopment of the Mission Bay area in San Francisco, California which covers over 300 acres and has been in commercial and industrial use since the mid 1800's. As part of the project, reviewed previous use of the site and existing environmental data and developed an extensive sampling program designed to evaluate environmental risk, managed the site investigation program which included the collection of several hundred soil and ground water samples, interpreted the collected data within the context of environmental risk evaluation, developed an outline for a site Risk Management Plan, orally presented findings to the client and regulatory agencies, and prepared summary reports.

Provided third party review and analysis of site characterization activities, source area identification, and remediation plans as part of numerous property acquisitions. Reviewed risk assessments to determine appropriateness of clean-up levels for soil and ground water. Prepared summary letters documenting issues of concern at the site and developed scope of work for recommended Phase II site investigations based on a review of available data. Provided support during buyer-seller negotiations.

Provided litigation support on environmental issues at several sites. Ms. Hayes provided senior peer review of site characterization investigations and remedial plans for soil and ground water, identification of potential source areas, and analyses of time and duration of contaminant releases. Provided recommendations regarding additional environmental work at the sites, and associated cost estimates. Determined allocation of costs among involved parties. When applicable, costs were estimated using EPA Cost of Remedial Action (CORA) modeling program. Created illustrative courtroom graphic displays that were critical in translating complicated and intricate technical information into a format that could be understood by judges, mediators, and lay jury members.

Prepared work plans for ground water monitoring/well installation programs for several projects, including RCRA and CERCLA sites. Included the design of ground water monitoring networks for ground water contamination assessment using stratigraphic analysis and ground water flow patterns and statistical analysis of ground water chemical data to assess appropriate monitoring parameters. Also included the preparation of drilling specifications, sampling and analysis plans, and health and safety plans.
